Yerevan/Mediamax/. Today, Public Services Regulatory Commission of Armenia (PSRC) approved the order of calculation of active subscribers by three mobile operators – Orange Armenia, VivaCell-MTS and ArmenTel (Beeline trademark).
As Head of PSRC Telecommunications Department Gevorg Gevorgyan said, the companies are obliged to publish the number of their active mobile and internet users in media as well as on their official web sites.
According to Gevorgyan, the active subscriber is the one who has made a payment, a call or sent sms-message during last three months.
Head of ArmenTel Legal Department David Sandukhchyan said that the calculation of Beeline active subscribers has been made according to this principle and there have been no new changes for the company.
Orange Armenia CEO Bruno Duthoit said that this order is a standard of the International Telecommunications Union, and the number of company’s active subscribers will grow by 1% as a result of the new order.
PSRC member Samvel Arabajyan said earlier in the interview to Mediamax that the number resource will be used more rationally after this change.
“As a result of these changes, the resource will be used more rationally. For instance, tourists, who arrive in Armenia, purchase SIM cards for a couple of days and then throw them away when they leave, however the card continues remaining in the database of the number set as used in the course of a year, and this number, which is a limited resource, cannot be used by companies in the given period. On the one hand, operators face big problems in the billing system, since they should constantly carry out register of all cards, on the other hand the resource is reduced. As a result we get a distorted picture of the real subscriber base and active subscribers. Due to the new order, we will be able to elaborate a mechanism of register for real active subscribers and for inactive subscribers,” Samvel Arabajyan said then.
By another decree, the Public Services Regulatory Commission obliged Orange Armenia, VivaCell-MTS and ArmenTel to publish their financial and technical-economic indices on their local official web sites every three months.
