PSRC of Armenia approved rules for internet traffic exchange among providers today

Yerevan/Mediamax/. Public Service Regulatory Committee (PSRC) of Armenia approved rules for internet traffic exchange among local providers today.

Mediamax reports that the Head of PSRC Telecommunication Department Gevorg Gevorgyan stated at the session of the Committee that the rules provide for reciprocal provision of free peering connection with minimal transmission capacity at the speed of 10Mb/sec.

According to him, peeing connection (P2P, peer-to-peer) implies direct connection of one network’s subscribers to subscribers of another network without connecting to the third party. At that, Gevorg Gevorgyan noted that the average monthly load of the channel, providing for peering connection, should not exceed 60% of the transmission speed.

According to the established rules, local providers should announce at least one peering point in their network, and if more than one point is announced, their transmission speed should not be lower than the transmission speed of the given public electronic communication network; they should also define the maximum time for eliminating malfunctions of peering points, etc.

PSRC representative noted that all expenses for organizing peering connection will be upon the operators, who provide peering points in their public electronic communication network, excluding the cases, when agreements are reached on distribution of expenses.

Gevorg Gevorgyan stated that this decision will first of all allow reducing the cost of internet services for final consumers and increasing the quality of provided services.

Head of “ArmenTel” (Beeline brand) Legal Service David Sandukhchyan welcomed PSRC decision, noting that the lack of external coordination of peering connection caused a number of problems. In particular, certain providers limited access of other providers’ subscribers to their networks and this fact created certain inconvenience for the final users. According to him, this decision will fill the existing gap and allow providing the subscribers with the best quality of internet services.
