Yerevan /Mediamax/. 7 governmental bodies of Armenia have made a full transition to electronic document turnover system, Head of government staff David Sargsian stated in Yerevan today.
Mediamax reports that David Sargsian said this, presenting the system of electronic document turnover in state administration, established within the framework of “First Program of Governmental Sector Reforms”, realized by the government staff of Armenia in cooperation with the World Bank and at the expense of the latter’s loan means.
The government staff, the Ministries of Finance, Economy, Diaspora, Territorial Administration, Foreign Affairs, as well as the local area administration of Kotayk marz, have made a transition to electronic document turnover system. By the end of the year, 28 governmental bodies, among which -10 local area administrations and 17 ministries will be connected to the system.
Explaining the principle of the system’s functioning, Head of the government staff stated that the entire mail, entering the system, is scanned by speedy scanners and is received by servers, and the original document is sent to the archive.
“For documents, circulating among the establishments, to be legally valid, a certified center for electronic signature was established”, David Sargsian stated. He noted that the system is available anywhere in the world. With the use of the system, control can be realized over how and how long the employees of various departments consider these or those documents.
The total volume of WB crediting for implementation of electronic document turnover system in the governmental sector of Armenia and for training its users made $500 thousands. Implementation of the system was realized by a British Company, which had won the tender, announced by the Armenian government. According to David Sargsian, an analogous system functions in the state sector of Great Britain as well.
David Sargsian also informed that there are works carried out with the support of the European Union on implementing electronic document turnover system also in the State Revenues Committee of Armenia, due to which taxpayers will gain the chance to present their reports in electronic format.
