VivaCell-MTS supports direct video connection between firefighter rescuers and MES of RA Crisis Management Center

The cooperation between Ministry of Emergency Situations of RA and Armenia’s leading telecommunications operator VivaCell-MTS was marked by just another joint innovative program. VivaCell-MTS has provided the widest coverage in Armenia for the implementation of the program.

Also VivaCell-MTS has supplied the MES with 100 state-of-the-art mobile phones (Alcatel One Touch C5 smartphones, providing high speed data traffic and an opportunity to take videos with high quality), which are used to transfer up-to-date information immediately from the scene of the accident to RA MES CMC.

On arriving at the scene of the accident, one of the rescue group members takes a video of the accident which is transferred to MES CMC via VivaCell-MTS 2G and 3G/DC HSDPA networks in real time. The setting of the operative video connection allows the specialists at the CMC to virtually move to the scene of the accident. The opportunity of having the total picture of the situation and rescue operations helps CMC to adequately assess the situation, effectively coordinate the works of the rescue group, and, if necessary, steer the operation and involve additional resources, as well as make other operative decisions.

Besides monitoring and controlling the crisis situation or the accident, the newly set system also enables to archive videos received from the scene of the accident in the special server of MES for a thorough analysis of rescuing activities and for a further expert evaluation of teamwork and individual efforts to make rescue operations, as well as the cooperation with other services even more effectively and in more systematized way in similar situations. The archived material will also be used for teaching purposes and will serve as proofs.
