Electronic system of state purchases launched in Armenia

Yerevan/Mediamax/. Armenian Ministry of Finance launched Armeps (www.armeps.am) electronic system of state purchases providing electronic procedures of tenders for state purchases.

While introducing the system, Minister of Finance Vache Gabrielyan stated today that it rules our application changes and will ensure all the norms of fair competition and allow realizing state purchases in a fairer way, Mediamax reports.

According to the Minister, the edges of the system are the simplified access to the documents of the tender, option for submitting applications in online mode, notifications about updated information on the purchase process as well as ruling out of the need for mediators.

Vache Gabrielyan said that announcements about a number of purchases are already placed in the system: the suppliers can get subscribed there and submit their applications.

“About 60 bodies of state system will fully shift to a new system from 2012 which will substantially reduce the red tape and almost eliminate corruption risks”, said Vache Gabrielyan adding that Armeps is established in imitation of similar systems operating in European countries.

The Minister stated that about 85% of state purchases are realized through tenders and the state realizes purchases for nearly AMD 450 bln (USD 1.2bln) on a yearly basis.

“As Armenia is included in the system of state purchases of the World Trade Organization (WTO) Armeps system may be used by foreign suppliers as well”, noted the Minister.
